The reason this is considered rare is because there is still a no fly zone around parts of Disney World and specifically over Magic Kingdom. No one is allowed to fly from the surface up to 3,000 feet above the ground within a 3 nautical mile radius. So, as long as aircraft are above 3,000 feet off the ground, they are good to fly right over Disney World. The no fly zone doesnt apply to aircraft...
